I am far from a pro at all, but I do know someone who needs a new amp. I am wondering if places will allow for gift certificates for certain products (like an amp) online? I know it would be kind of hard to pick out something for someone else, but its also part of a graduation present so a couple of us were thinking to chip in. Can this be done?

There are some stores and I think possibly GuitarFriends maybe, which will issue a "virtual Gift Certificate". They just email an ecard with a code and the code is only valid for certain categories within their store. I think you would just have to contact them to see.

Almost any online store will offer gift certifictates.

www.nstuffmusic.com gets my HIGHEST recommendation and has for years. They're almost always at LEAST 10% cheaper than any of their competition, and they have a massive selection to boot. They're the reason Guitar Center has had a hard time keeping their stores in the black in the Pittsburgh area. My other recommendations include...

www.musiciansfriend.com
www.sweetwater.com
www.theperfectguitar.com / www.theperfectbass.com

Guitar Center gets an honorable mention. They tend to be overpriced in many categories, but they do run decent specials from time to time that can bring products down to a purchasable level. All of these stores offer gift certificates.
